Knead the Paneer till very smooth. Mix the water and 1 cup of sugar in a pan and boil till all the sugar is dissolved. Then make small balls with this paneer(Chhena).When the Paneer balls are made, these balls into this syrop . Cook for 5-6 minutes on high flame then and after that keep it for 5 minutes on medium flame. Turn off fire. In another pan boil the 1 litre of full cream milk with the 1/2 cup of sugar, till reduced/thickened to 75 per cent of its original volume. Turn off the fire, add the cardamom powder and mix well. Then Add these syrup soaked Paneer balls (after draining) to the milk and keep it for cold for a few hours. Then garnish it with almonds or pistachios.
